Default code reader stays blank

my 01 blazer recently stalled on the highway. i replaced the battery, an cap and rotor. I replaced fuel pump about three months. Engine will crank but will not start. I hooked up the right code reader and it does nothin. I know it works cause i treid it on a chevy truck right after and it pulled codes. I know im dont have any fuel pressure. Im assuming its the fuel pump, because i consistanly run it low. Can anyone help me about why i cant get a code reader to pull any codes?

First, check the cigarette lighter fuse because it also powers the OBD II port. Then, work through all the steps in 96+ Fuel System Diagnosis.
