Default could it be the ECU

My brother has a 95 blaxer and we have been going back and forth with problem after problem. distributor, plugs, wires, high idle, rides rough on high RPM, and spider injector may need to replace. now that i have never heard of.. NEED HELP BAD. limited budget. i finally took it to a friends mechanic and he could not pull codes from it. he said i should try to see the dealer can pull them. if not!! will need to replace ecu and get it flashed.. i can get a new ECU from Advanced auto for $105.00 but how much does it cost to flash it at the dealer and how long will it take? Plus can i just get one from the junk yard.

what are my best options?

where is the ecu? under glove box or the one in the engine compartment?

Pics can help too!!!! i really need to fix this truck brother lost job.. i am trying to help out!!
