ill try to help had a simular problem on my K1500 and i just basically cut the cable. its just a parking brake and its not worth it to fix. Someone will eventually give you the right answer on how to fix it right but in the mean time you are going to look at the mechanism its self. It could be that the lever to pull the parking brake is loose and not working and dont cut the cable yet cause it also could be that the brake its self locked up.

K1500 put up a good pic of the mechanism
my blazer would not release till i found the cable where the u shape hook that holds it had popped out it was just sticking up in the air so I put it in the u shaped hook and bent the hook around the cable so it could not come out took about 30 seconds and it has worked fine

LMAO Stay away from eHow, andhow, totally inaccurate! They must be on drugs!
Loosen the adjuster on the cable, (inside frame rail, driver side, almost directly below the driver seat). Remove the rear rotors and turn the adjusters on each wheel until the park shoes drag very slightly on the park brake drum. Adjust the cable so the park pedal goes down 2 clicks and holds the vehicle. eHow ha ha ha ha

for me i use it to keep the gf from driving mine. the release cable mounts into a lil hook. if you feel up into the dash above the pedal you can feel the hook that you need to pull on to release the pedal
