Electrical issues

I've got a 1999 Chevy Blazer that has an electrical problem. It won't start but it also won't power up the headlights, radio, turn signals or anything else. I have checked the battery with a voltmeter and it reads 12.55 volts and I purchased it new about 4 months ago. I checked the battery connections and they are clean and tight. I checked the ground connection and it was clean and tight. The large positive cable is tight on the starter too. In the manual it shows 3 fuseable links in the power circuitry. Is it possible one of these has melted? If so, where are these located?

It could be if their are three of them then they would be located near the battery or fuse block in the engine compartment. If one of them has failed then the insulation will look rough not smoothe like a good one does...
