That is what it sounds like to me as well-the ratchet assembly. If you pull it out of the vehicle, study it. I've had alot of luck fixing them. The ratcheting device doesn't line up and if you bend it in the correct areas, you can restore its operation..Jerry

The ratcheting mechanism is attached to the e brake pedal. Remove the kick panel (if not removed already), it is held in place with 3 (I think 10mm bolts). There is a electrical connector as well. Remove these 4 items along with removing the cable end from it and maneuver it out and look at it. You may (if this is your issue) be able to look at it and once you see how it works, release it, in vehicle-if this is your issue and all you want to do is release it..But if you wish to pull it out do the above. Good luck..Jerry

I had to replace mine on my 01 Jimmy for the same reason.
Pull down the kick panel, and there are three bolts. On mine 2 of them were one size of bold and 1 was slightly different. (I believe 10mm and 3/8? been a while)
Before pulling the assembly out though get a pair of vice grips to clamp onto the cable before you remove the cable from the holder. This will make life easier when you reinstall later
Otherwise as stated above, make sure you remove the electric plug, and watch your clearance around the fuse box and wire bundle.
Quick easy job
