If the Transfer case Actuator and the Vacuum is the problem, will the 4x4 still work?

 

Negatory on the vacuum issue...without good vacuum, the actuator under the battery tray won't be able to pull on the cable that locks the front hubs. Take a look here, talks about the very basics of how the 4WD system works.
