Did you test the relay? Or test for power to the pump? If there is power to the pump, then you mostlikely have a faulty pump. You could remove the pump from the vehicle and bench test it with a 12v power supply (car battery!). If it starts, then you know that you have something amiss with the power delivery to the pump. These are simple electrical troubleshooting steps...
