Default Hard steering 04 - 4wd Blazer

Hard steering at all speeds. No leaks - clean fluid. Tried unplugging EVO, but Blazer wouldn't start. Plugged it back in and it started. Is there another way I can test if power steering EVO functional?

My mistake!!!

I looked under the blazer again and discovered I had unplugged the crank sensor instead. Then taking a better look (this time with my glasses on!!!) I see there is no EVO at the pump afar all. That means I have other problems, so I checked the fluid and it is up to the line and clear.

Steering seems to get a little help from the pump, but not enough.

I have been online but can't find any similar problems with Blazer/Jimmy steering.
Any suggestions?
