ok, only had 1 low beam 3 months ago when i stopped driving it. start it up today, 1 running light, no low beams, both high beams work. is there a fuse for "low beams" and where is it???? or maybe its the relay??? where is it???? its a 96 blazer 4x4 "W"

The relay would be located in the fuse box under the hood (black box on the driver side). It almost sounds like you just need a new set of bulbs though...
