Hood latch
If you cant open the hood,how do you know the cable is broken at the latch,unless you saw this and shut the hood any way? On a 97 if you pull the grille insert(its different on a 98) one can get in there I believe with a LONG screwdriver! This is why one needs to lube this area constantly,dating back to when first GM utilized the cable release in what I believe were the late 60's Cads/Olds/ Buicks/Pontiacs-Make sure your your plastic interior release handle hasn't failed first,however! Common in the Blazers!

I know because I pulled the cable out through the cab, Also figured out if you unscrew the 2 13 mm bolts on the latch the whole unit comes off. 20.00 cable, a few choice words, bitch of a time feeding it back thruogh and all is good
