Ignition Lock Cylinder

Ignition Lock Cylinder
02 ZR2 Blazer
Of the 5 key positions A: Accessory B: Lock C: Off D: Run E: Start my Blazer will only go to C: Off D: Run E: Start
At the same time there is a parasitic drain - the battery has to be disconnected or it will die - also a hum from the engine bay in the C: Off position.
Two separate issues or possibly related? What about fixing the switch - could the lock cylinder be replaced like on the old Chevys?
Both issues are annoying - especially the battery.
