Instrument Gage Cluster Problem?

Instrument Gage Cluster Problem?
Hello. This is for a 1997 Blazer LT. There is a swirling noise coming from what appears to be the instrument gage cluster. It is loudest at startup in the morning. If I pull the the fuse the noise stops. Can sure use some help here. Thanks.
