The blend door should cycle to its limits. If it doesn't, the actuator is likely faulty.
If you don't have the $$ for a new one, you may be able to find a used one at a junkyard.

New guy to post. Having similar problem, I noticed we have hot air. Turn to blue range still hot air. Switch off still hot air. Only difference when using the fan. Blue red off. After cool down all worked well. Listened for vacuum switch and could hear changes. After road temp reached "Not" working again, hot air. Are airdamns getting worn???

I think I found my answer:
The battery was recently replaced in the car which I heard can make the problem worse, and it did. The ecu calibrates the actuator whenever power is lost (changing battery) and causes the problem to escalate further.
This stupid part is about $100-$150 and can be changed from the glovebox by removing two 5.5mm bolts via box-end wrench apparently.

I have a 1999 Chevy Blazer and I am having the same issue. What I would like to know is if the Actuator would be as easy a fix on the 99 model as it would be on a 98? I live in Maine and where it is January and VERY cold here I would like to be able to get this fixed ASAP. I went to a dealer and was told the whole dash would have to be taken apart to get to it as opposed to through the glove box. Anyone here have any info that would be helpful?
