Default Manifold Vacuum Connection, should it be ON???

The Fitting the PCV hose and main vacuum connection to seems to be rotate about 90 degrees. One side says ON and one side says OFF. Which way should it go? As far as vehicle performance goes it doesn't seem to make a difference which side it's on! It's a 1996 GMC Jimmy 4x4.

im kinda confused but the pcv hose should be hooked up to a steady flow of vacuum at all times if you disconnect your pcv hose it wont make the vehicle run any different, on my older vehicles i never ran them.

Nevermind, I'm not completely sure but I think the on/off is direction for removing the fitting.
