Do you have a check engine light? If you pull the fp relay and jumper the "load" wires and the pump runs then the pump is not the problem. The relay gets a signal to turn on from the computer... the computer comes on with the ignition switch (that's the simple version). Sounds either like a computer or ignition switch problem. Be sure to check the ground wire to the computer.

Check the ground block that hangs under the back bumper with 11 wires hanging from it and look for corrosion or anything that doesnt look normal
