Need help with this OBD code

This keeps coming up on my mothers blazer:
P0003 Fuel Volume Regulator Control Circuit Low
What does this mean?

What are you working on there?? And what did you use to pull that code? That does not look like a valid code for the OBD2 Blazer.

What symptoms does the truck have?
