No power to fuse.

No power to fuse.
My friends 1997 S10 fan (blower motor) quit working recently. I checked the 20A 'Heater A/C' fuse in the fusebox on the left side of the dashboard and there is no power?! Is there a relay or a main fusebox to check. Or should I just 'jump' the motor to see if it works first?
