Default Replacing the radio fuse in the fuse block

Hi,
Our 2004 T-Blazer's radio cuts in and out of power. Also, noticed that the gas tank "empty alert" bell isn't working,(the yellow light still works though), at the same time. I think maybe they're on the same circuit and all I need to do is replace the fuse in the fuse block.

Does this sound right and is this difficult to do? I read in the owner's manual that the fuse block system in under the back seat.
