Have you checked for any codes from the computer?

Even if the light doesn't stay on it still stores codes in the computer. I believe some 95's are OBDII.

Default Won't go over 1700rpm

I've had two vehicles like that; a Blazer and a Grand Prix. Both had clogged catalytic converters. Neither would rev much beyond 2000, even in neutral.

x2 on the plugged cat, take a mallet to the cat and tap on it, if you hear anything loose or rattling the cat is bad.

I had a 95 chevy lumina that would run fine, then sometimes it could not pull it'self through a stop light, the cause was a chunk of cat. honeycomb broke loose and flapping up like a butterfly valve closing off the exhaust. It is where I would start. They are not that expensive to have replaced any more compared to when they first came out.

A plugged cat sounds like a good suspect.
