Odb confusion

Odb confusion
I've been doing a lot of reading on here lately about reading codes for '95 vehicles. I have a '95 Blazer LT, with the obd 2 connector, and the computer on the passenger fender, on the coolant tank.
Everything I've read suggest that it is fully obd 2 compliant, and a code reader will work. I have a cheap code reader (memoscan u480) and it cannot connect to the blazer. It lights up and scrolls through the different protocols when connected, but always says "linking error". I've tried the old paper clip trick, with no success. I've checked the cig fuse, and it's good. I've got power to the cig lighter, and both "power ports".
Will a more expensive scanner work? Mine is supposed to support both J1850 PWM, and J1850VPW. Is there another protocol that it's lacking?
I hope I didn't miss anything when searching, but I couldn't find an answer anywhere else. Thanks for any help. I would rather not try autozone, as the truck has no tags or inspection at the moment, and I would prefer to avoid a ticket!

I would go to one of your local auto stores & see if they can get it to communicate with one of their scanners. If the emissions sticker under the hood states OBD2 on it, then any generic OBD2 scan tool should be able to communicate with the PCM.

I have the same truck, understand the tag problem. Auto zone has one that works on mine. They have a tool lone deal were they let it out of the building if you leave a deposit on a card or cash for the price of the tool. Then return it when you bring it back. Call your local to verify.

I can't find an emissions sticker. The fan shroud is missing. Darn previous owner! I'll see about autozone. I didn't know they would loan out the scanner. I hope it works for my truck! I'm ready to get it on the road.

I once had a 95 camaro that had the obd2 connector under the dash but was obd1 computer..could be your case.. also if it is autozones may or may not work.. I had to go to the dealership to get codes read.

I've heard of "obd 1.5" like you're talking about. But my computer is under the hood, which everyone says to be obd 2
