Our 1995 Chevy Blazer issue

Hi All, Wanting to pick your brain here on this. We have a 1995 Chevy Blazer 4.3 v6 SUV and we have replaced the following: The Cat,(someone stole it) The Brake Booster, The AIC, PCV (?) Valve, map sensor connector. And all the Maintenance: LOF, Plugs, wires belts hoses, filters ran sea foam.
It Does not run rough at all, but feels rather smooth, however the Idle RMPS is 450 when warm. Ideas?? also too, E did try to adjust but as soon as it turned off then on again, the computer brought it back to where it was. Were Getting it ready for smog.. There is No Miss, but E say's it wont pass because the Idle is to low.

Well I will give this my own update: We put it on a scanner, and found that the RPM gauge was wrong, showing 450 but actually it is (per scanner) shows 700RPMS. Awesome, so off to smog I went. Well it passed wonderfully, however the smog report shows TAMPERED as the D-193-100 Cat. is wrong Cat, but in Calling Chevy (performance Chevy), Magnaflow, and General Motors, who all state its correct. Not one person, Including General Motors told me about "Family number" It was me who inquired as I wanted to know. Comes to find out that the "Family Number" given to said auto, does not have a correct cat for this car! Not thru GM, and Non in Aftermarket. So Monday I will make appt. with Ref to clear this up. Friday was a frustrating, but educational day
