Question secondary air solenoid test

I'm a backyard mechanic at best, I don't have a tech 2 scan tool or a ou812 jumper, or whatever, just a cheep Bluetooth scan tool, I just bypassed the secondary air solenoid, and put the vacuum hose directly on the diverter valve, when I started her up, I got lots of suction at the air pump inlet hose. Am I assuming correctly that the solenoid is not working properly? I'll probably make sure that I'm getting power to the solenoid, before I replace it. I already replaced both fuses and relay, even though I don't think they were bad, I just don't know how to check a relay. I thought there was a separate code for the solenoid, but I just tried to look it up, and there isn't, just 410 for the pump, and 418 for the relay I just have the 410.

So I checked the voltage at the connector and I got just over 12 while the pump was running, and it went off with the pump, just about a minute after start-up. I'm going to ask the old guy at Nappy auto parts, but I think I found the problem.

that took care of it, They didnt have it listed at the discount auto parts places like Autozone, Napa, had to order it, so I ended up getting it at CarQuest for $15 more than Napa, since i'm impatient.

Crapped out again, I think it might be the fuse this time, I washed the underside yesterday, and maybe I shorted it out. Good news the smog is done, so I can take my time.
