Default Sensors ? / 11.5 Mpg avg City.

First off pardon me if I have posted this in wrong section
but seemed like the right place.

My avg mpg is 11.5 in city..per overhead console readout.

Prior to engine replace I was averaging 14-16.

All new tune up parts installed on replacement engine..Plugs, Plug wires.
Cap, Rotor. Ignition coil etc...

The only code on a scan is P0420, a O2 sensor or exhaust leak.
Which was there before engine swap.

What on the replacement engine could be causing the decrease
in mpg and not throwing a error code ??

p0420 is for convertor efficiency. Aka rear o2 is telling the ecm the convertor isnt burning as it should. Sometimes it can be clogged or,or just dirty enough to throw a code. Does it seem like your holding back at all?
