When I get my new one on should i have it welded or clamped? How much would a muffler shop charge to weld it? Cause I wouldnt trust anyone in my schools welding shop to do it

Definetly welded. Call around to different muffler shops I'm sure they won't charge much to weld it on.

Might want to check exhaust backpressure, rather than spend money on a guess.

How could I go about checking it? check pressure before and after cat?

You'll need a vacuum/pressure gauge, Fuel Pump and Vacuum Tester You'll also need an old oxygen sensor or spark plug to make the adapter.
Check backpressure at one of the upstream oxygen sensors and also at the downstream oxygen sensor, (after the converter). Should be ~1psi in both tests at 2,000 RPM. This video does a fair job at explaining it:
