Default Spare tire mount

So yesterday i tried to remove the spare tire mount so i could repaint it but could not remove the 3 of the 5 bolts (ones missing) without feeling like they were just going to break off inside. Any ideas what i could do?

Or just tape them off and paint them mounted. Much easier, quicker and less costly.
