Speedometer Starting it stick

I have a 1996 Blazer 4.3 and noticed the speedometer is starting to stick. I was wondering if the could be caused by VSS sensor on the back of the tranmission starting to fail? Or if it the instrument cluster?

I would guess the instrument cluster, the gauges get the signal electronically.
