Ok here's the issue again 97 Blazer V6 2wd 93,000 miles

Having trouble starting themotor is trying to start. Sometimes will start other time a shot of ether will do the trick. Can hear the fuel pump run than the relay clicks themotor just cranks, this is usually the case in the morning, but not necessarilytoday startedafter "priming the fuel about 3 times. Normally will start the rest of the day. Have changed the fuel filter, was filthy. I have had no issues while driving no hesitation or bogging. Is this the fuel pump or the fuel regulator that is at fault?
