Default Stupid Question!
On a 97 is there a 2nd fuse block? There's the obvious 1 on the drivers side of the dash but is there a 2nd one under the hood by any chance? If so I am definitely blind and do not see it.

The 97 does not in fact have the under hood box. Check for your additional fuses and relays behind the glove box.
