Default TCCM Test Produces no lights at all

Hi everyone. I wonder if someone else has ever encountered this. Back story; my 96 blazer with 3 button 4wd will not shift into 4hi or 4Lo. So I'm testing everything using the excellent "4wd No Worky" thread in the DIY section. When performing the test to get the TCCM trouble codes. I jumpered from socket 13 to a good ground, and none of the 3 buttons light up at all. Basically nothing happens. I pull the jumper wire and try again to turn the ignition on and the 4hi button is lit. Which is correct. It is in 4hi. I put it there manually when the encoder motor was out.

My main question is the lights are supposed to blink one of 4 codes. They don't blink at all. Am I missing something? In all I've read I never saw any mention of anyone having that result. I'm pretty much stumped.

Thanks
Red

Have you checked all the fuses? Bad encoder motors tend to blow the ATC fuse in the underhood relay center.
