Tips on Getting Spider Completely up through intake cover?

I have done EVERYTHING to this truck, and as I hit the throttle, I can see the top of the meterbody where the power and fuel lines hook in actually sucking into the plenum cover by about 1/4 inch. I thought it was all the way up, have put new gasket on. Anyone who has done this please help.
Oh, I did not replace the bracket. Is this my problem? There didn't seem to be anything wrong with it, but it didn't quite want to screw down to the lower intake cover.
