Default Trailer Wiring

I was looking at my trailer wiring and it looks like the previous owner cut of the end off on it. I want to install a new one but i am unsure how to wire it. Also while looking under my blazer i found a blue (wiring harness?), it isnt connected to anything. It is located in the back mounted on the frame along the rear bumper. If anyone can help it would be great.

I think that blue wire may be part of the trailer wiring. The wiring info is in the owners manual and I think there are acouple post in the electrical section about it. I'm not sure if they wired the connector on in 99 or not 97 just has the wires bundled back at the bumper.
