trouble shooting interior lights

Have interior light trouble, fuse #2 enables lamps to come on when a door is open, controls overhead console map lights and rear hatch button release, and cigarette lighters, horn, etc.
The problem is, map lights will not work, at all, interior lamps, 1 over head, and 2 under dash that should only be on when a door is open, will not go off, and 1 out of 3 cig. lighter or accessory plugs only work.
This light on always is easily fixed by pulling the fuse,the pain about that is the rear hatch release button, horn and cig lighters stop working, I need these, and don't want to have to put the fuse back in every time they are needed.
Any ideas as where I should start to look to trouble shoot this, I know that I could pull all the light bulbs, but it would be nice to have every thing work.
