Default Turn signal arm is broken

i was wondering if you can buy the whole arm and replace it yourself or do i have to take it into a shop and have them do it.i know that the windshield wiper **** is not hooked up to it,because it just spins until it comes off. and another thing is our gas gauge doesnt work, does anyone know where i can get the whole set up cheap??? i looked them up online and they go from 500 to 1000 dollars.
