VCM not communicating with OBDII tool

I thought that side of the truck stayed out of the pool?!? <thinks about just window switches and motors> I hope you have the young lad assisting you in this resurrection project....

The exterior was less deep on the right side, but still in the water a bit. Here is how it was sitting ........ he drove off the roadway (slow speed) in the left hand side of the ditch (across the oncoming lane of travel). The vehicle ended up with both left hand wheels in the ditch and only the right front in the water. The vehicle was angled to the left and to the front. The engine compartment was deeper on the left hand side of the vehicle, and the same with the interior until towed out. The lifting of the rear end by the tow truck while both doors were closed caused a water trap and all of the water on the interior pooled around the front and became very deep as the vehicle was angled back out of the ditch.
I have gotten nearly all of the interior controls dried out and working (including the interior door spaces, motors and controls), after a clean water bath to remove the tremendous amount of mud from EVERYWHERE. It really is amazing that so much has survived.
As for the boy ....... he has helped a little, but he has very little interest in the project other than when it will be done. He is paying for all parts and specialty tools, which I get to keep. So there is that little bonus for me.

I'd like to let you know what happens after I get past this BCM task, if you don't mind. You obviously are very knowledgeable about my troubles and I appreciate your thoughts and assistance.

It's alive !!!!

The 1999 "Swamp Thing" Blazer now runs perfectly. It turned out to be a Passlock fuel injector shut down issue. I replaced the IPC and the BCM and performed the Passlock relearn process and it worked like magic.
