What are the temp guage increments??

I tried again to get any air pockets out and still the clutchfan is staying enguaged all the time and the temp won't get up to 210* I put a new clutch in the fan and it's doing the same thing. Once ina while the temp will get up to 210* for like 1min an then drop rght backdown and stay there.
