What might cause my wipers to stop anywhere they decide to when I turn them off instead of stopping at the proper place? More interesting then that small problem is this---I repaired the rusted stuff in the fuel tank area on my 99 Jimmy (same truck as a 99 Blazer)

 

Sounds like some linkages could need some lubrication and then adjusting. I would start with some silicone lubricant on them and see if that helps.
