To answer the question, you change the tension by bending the arm itself.

I'm having a similar issue on my 2001 blazer. The wipers work fine except for about a 1 foot square right in the middle of the driver's side. Which needless to say makes driving in the rain very difficult. I thought it might be the blades were bad so I got those new rainxblades but the problem still persists.
So to adjust the tension I have to actually bend the wiper arm? It seems like it should be more complicated than that, but I'm no expert.

I rec bought a pair of the rain-x ones they show on tv, I haven`t installed them yet since i dont really need them yet but i found them in pepboys store for 19.99 each.. The tv sells them for 17.99 each but i beleive ya have to pay shipping also.. When i put mine on i`ll repost the outcome..

I had to bend mine about 1/2" towards the windows as I didn't have enough grip on the drivers side.
Use a fairly large set of channel locks and bend the arm about 2" below where the blades attach.
