Default Mystery wire and rear defroster

Took apart my rear gate the other day and found this odd little wire, just sitting there. I have no idea what it is, but its a live wire as when it struck metal it sparked, and this was without key in the ignition. anyone have any idea what this could have been used for? Also, there's no rear defroster lines? The rear defroster wasn't hooked up, I just assumed they unhooked the harness and never put the back on. But I pulled off the trim where you would plug in at, and nothing is there? I looked under my dash and there is the plug for the defroster. Any help would be great.

Courtesy light? Is it always energized? Or does it de-energize after a few minutes?
