Just for fun Jon, take your camera tonight, go into the settings and see if you can change your ISO to 200... THEN go and take a picture and see how long it takes to expose. ISO is the "speed" setting of your camera's setting, the lower the number the less sensitive the CCD... problem at high ISO settings is you get really heavy grain. I like to shoot around ISO 200 at night if I have my tripod. ISO 1600 is okay if you're in the club or something but for a shot of a "posed" object you don't want that grain. The best picture of my truck I have is all grainy because I forgot to adjust my ISO lol.
Anyway, to avoid confusion maybe stating "night picture with no flash and a steady hand or tripod" would be best? If the person doesn't know how to toggle their flash setting then...

Try ISO 40. The lower the number, the less sensitivity, the longer the exposure time needed.
