Are spider conversions covered out of warranty?

This is a bulletin from a while back....I just paid $300 for a guy to replace one poppet injector that I could have done myself, but after reading this, it looks like (if it's still being honored) that I'll get my money back and a new MFI to boot even if im out of warranty?? Any other Californians have any experience with this?
