Default 2000 Blazer 4 door stuck in 4Lo

I have a new to me 2000 Blazer LT with the 4 button 4WD system. I recently had water get into my TCCM after some heavy rain, which caused my 4wd to shift into 4LO when I started it and after replacing the TCCM and button panel (had problems not lighting up all the time) it still wouldn't shift out of LO.

I decided to replace the encoder motor as well because that seemed to be a common problem. After replacing the motor, and replacing the battery, the transfer case finally said it was in neutral. When I tried to switch to 2HI it was blinking for a while but didn't switch and eventually I heard it switch and the light changed to 4LO.

Now the 4LO light blinks when I turn the truck on. It is in 4LO, I can drive it and it engages the front axle, but the light keeps blinking unless I try to switch, in which case the button I press blinks and 4LO is solid.

Any help is appreciated, I've basically replaced the entire 4WD system at this point. I read it's easy to mess up the encoder motor install so maybe someone can tell me if that happened. Thanks in advance!

Did you check the (25A) ATC fuse in the underhood fuse panel?
