So far the 1-2 solenoid was stuck and the 2-3 valve was hanging up.

Pulled valve body. Unstuck the 2-3 valve. Reinstalled and we now have all forward gears (even a tire chirp) but no reverse.

Does it shift by itself or are you shifting it manually? Are the 3 8mm headed bolts that hold the plate behind VB tight?

It shifts on it's own from regular drive. Up shifts and down shifts. It used to attempt to pull itself in reverse but now it does not move at all in reverse. All bolts are tight. I did see that there is a chance that one of the longer bolts may be in the wrong spot and that will prevent it from engaging reverse.
