Default 4 x 4 wheels not engaging

I have a 1984 S 10 Blazer 2.8 4 x 4. Put in a shift lock cable to get rid of acuator thinking that was my problem. When I shift into 4 wheel drive the transfer case locks in but the front wheels won't engage. Any suggestions? Thanks

The front drive shaft will spin when engaged. I pulled the cable out and took a pair of pliers and pulled on the shaft to try and make it engage and no luck. What should I do next? Thanks
