You have a governor that is sticking. The plug on transmission is just for the lock up converter.

Can u please tell me a lil bit about the governor ?its a shame that im a mechanic by trade but for some reason have never really fooled with transmissions except for pulling and replacing .what kind of a job is it getn to the governor ,and if the wires were burnt and grounded out to the manifold could that have done something internal

About the only thing that would be effected would be the lock up solenoid. Won't cause shifting issues. If bad or not working you will notice RPMs a little higher at highway speed.
