Default 97 S10 shifting gears at 40mls 1500rpm when cold

Dear all, I have a 97 S10 Blazer 4WD with a 4L60 transmission 110k mls.

Now when it is cold the tranny is shifting gears at 40mls 1500rpm from OD back a gear up. Than it goes back in OD. So it toogles from 1500 to 1900 rpm. It is doing thant only when it is cold.

What can be the root cause for this behavor.

Also after a long stop the retarder is running empty and it takes couple second to buid up pressure.

What could be the root cause for the wired shift when it is cold.
