98 blazer fuel regulator this aint right. is it?

pulled plenium off to change the reg. and noticed hey? where the heck is the vac. line? is this right? nipple where vac. line is supposed to attached is all coroided plugged up an such. dont understand. if this is how its supposed tobe. how does it reg. press. ? someone has been inside the plenium before me .bolts loose etc. problem to begin with was drive fine an all. untill after 50-75 miles. then it start starving for fuel at any acceleration let off throttle a little and it would clean up. pull over cycle the key a few times run fine for about 30 miles or so.lower fuel level sooner it would start happening. replaced fuel pump.(delco) pressure test are all within spec .leak down was a little fast didn't hold very long.now it wont stay running. so next was o-rings an reg. dont have enough for spyder an such. as things are tight. you know? funny thing about it is this had to happen on my way to a job interview this morning. horoscope said dont let dark clouds darken your day. BULL.... !!!!
