'99 4WD CEL VA Emissions

Default '99 4WD CEL VA Emissions

My parents' Blazer did not pass the Virginia Emissions Inspection and I am going to try and help them when I am down to visit for a week in November. I want to have my ducks in a row when I get down there so I am bringing this up now. I hope someone can help. To quote an email from my mom: the CEL (ha ha yeah she said CEL) has been on for over two years on and off. A mechanic I used regularly charged me $50 to shut it off each time, but said he could never find anything wrong so we stopped paying to have it shut off.

I have attached the work order that printed out.

Also, my mom believes that she was told she HAS to have the work done by a mechanic of a certain certification. Any idea if that is bogus or not?

She was quoted $1,100 for parts and labor.
