Question 99 S10 Blazer 4WD diagnosis issue

I have a 99 blazer with 155K on it that I need to fix the 4wd on before winter.

So far from reading through different posts I've gathered the following info:
I removed the battery, took a look at the vacuum actuator, no rips, cable looks fine. I put the blazer on blocks after driving it around my lawn and my husband couldn't tell if it was going into 4 lo. During the driving on the lawn, the indicator lights on the dash were going from 2wd to 4hi and back no problem. They also went from 2wd to 4 lo when I stopped and put it in nuetral and then back to 2wd again. I have noticed the dash lights have gone completely off at times when I am driving to work ... not sure if that's important.

Back to the blocks, we jacked up the blazer and I had my hubby watch the vacuum actuator to see if it was moving when I hit from 4 hi (where it was before I shut it off) back to 2wd. He saw the movement. Now I hit from 2wd to 4hi again and all the lights shut off. I hit 2wd again, no lights. Hubby says no movement at the actuator.

All the hoses from the actuator to the transfer case seem to be in good shape.

Where do I go from here? Should I go on from here or is this fork over thousands at the dealership time?

The cable needs to move 1/2" to 3/4" in order to properly engage the front axle. If it doesn't, you won't get any power to the front wheels.

The lights going out completely could be a result of connection problems at the TCCM.
