Default Black rubber line attached to dip stick??

I own a 99 Blazer 4.3 there is a black rubber hose attached to the transmission dip stick tube. I don't know the exact size, but it looks like the size of my small finger. This tube has a black cap on it as well. Anyone know what it is?

Vent tube from the tranny, I believe. The front diff vent tube is up near the radiator, again, I believe.
