cant get OBD2 scanner to communicate

hi new here
ive got a 1998 blazer with 210,000 miles and the service engine soon light came on. so i ran for my obd2 scanner hooked it up and it says it fails to communicate. i had this problem with my grand am but turned out to be my horn fuse . so i tried my horn and that works fine. any ideas?
4x4 if that matters. and that works okay.

Check the CIG fuse.

I have a 96 with the same problem twice the first time it was fuse #7(power aux) popped. Second time it was a loose connection by the fuse box. I think the bad connection may have popped that fuse the first time.
